...The closely divided Senate offers one of the best opportunities for a third party to develop. A small caucus of independents could shift the balance of power almost issue by issue and so negotiate for its own agenda. Mr. Orman calls this the “Senate Fulcrum Strategy.” It was laid out in 2013 by Dartmouth’s Charles Wheelan. His organization, the Centrist Project, endorsed Mr. Orman and three other unsuccessful independent Senate bids in 2014. It’s looking for new ones for 2016.
